Whats the difference between soldier and a civilian with a rocket launcher?

Seems like the BBC is having trouble distinguishing as they keep telling me Pro Gaddafi forces are murdering civilian pro democracy rebels. All the rebels I see seem to be armed to the teeth and nutty as a badger on meth.
