Is it normal to get goosebumps when you laugh, then get all hairy? 0_o?

whenever i laugh i or when im cold, obviously, i get goosebumps. but then the hair grows like crazy there. and i know that its normal to get hairy, but then it goes away when it gets warmer? but its not like that for me, the hair just stays D: and its really annoying because my legs will be crazy smooth in the morning then when i get home from school it looks and feels like i haven't shaving in a week. its awkward and embarrassing. what do i dooooooooooo?
