Should I turn in the tape recording or wait?

Turn it in now to the police. Make a copy first. This guy is dangerous. Why wait? It might be too late. They maybe can't do anything but at least they will be warned and your aunt can get a restraining order so that if he is anywhere near her the police will put him in jail. Restraining orders are not hard to get and I believe are FREE. She should do it NOW.
